This is a F.E.F. 19''' 40H, Fabrique d'Ebauches de Fleurier SA. I assume that Junghans bought movements from Fleurier, marked them with 470A, 470B and 470C and sold it as Junghans, but no evidence was found so far.
For clarification: the FEF 40B (b for french bas/low) is only 4.2 mm high, the FEF 40H (h for french haut/high) is 5.3 mm high.
